Garland took on the task of editing Justice William Brennan’s statement to the U.S. Supreme Court on the subject of how constitutional amendments protect individual rights. Later on, this correspondence with Brennan helped him secure a clerkship with the court.

Merrick Garland Lawyer and Jurist
Garland co-chaired the District of Columbia Bar’s administrative law division from 1991 to 1994. He received President Bill Clinton’s nomination on September 6, 1995, to fill the position on the U.S. Court of Appeals for the District of Columbia which was left open by his longtime supervisor Abner J. Mikva.
Garland appeared before the Senate Judiciary Committee for a hearing on the nomination on December 1, 1995.
He stated during his confirmation hearings before the Senate that Justice Brennan, for whom he clerked, and Chief Justice John Marshall were the two Supreme Court justices he most admired.
